Mysterious Object at the Lake

At the banks of Lake Kawaguchi-ko in Japan I saw this funny looking object. I could not quite make out what it was. Perhaps the top of a pleasure boat ? But what was particularly odd was that it had been dumped in the reeds. In Japan, people are incredibly disciplined with regard to waste. You won’t find a single shred of paper or other rubbish on Japanese streets.
